I'm still finding new fiction and things on the site, but I haven't stumbled on the definitive answer. The Event occured in "the distant past" - but how long ago? Not an exact date, I understand, but what's the order of magnitude we're talking about? Decades? Centuries? Longer? Certain parts of metropolitan infrastructure have lingered, and even certain bits of PE electronic media have been recovered. I'm trying to figure out if High Bred technology is simply scavanged material or new manufacture. Even the technology level seems to fluctuate, from late neolithic tech among the Churl to post-Industrial Revolution among the Klik. In my mind, I'm drawing paralels to A Canticle for Leibowitz where the initial chaos has died down and lives are beginning to acquire some manner of order, although civilation bears faint resemblance to what we'd recognize in our current day.
Many scientists theorize that there are places within the universe (or multiverse, however you want to look at it) where time cannot exist. Since time cannot exist, the something like the Event could affect several places at the same time, or different places at different times, or the same place at different times.
With something like the Event, a pan-cosmic happening so big its difficult to imagine, could very well function under similar principles. So, in the end, its like Ashy said...It can be whatever you want...

The tech level varies due to the micro-cosoms everyone exists in.
Klik have their own world - the Great Machine - their tech has been constant for ages and was little effected by the Event. Insular due to their nature, only klik can use klik things, so their tech hasn't spread - except in a few locations.
The NAU tech is mostly what they can scavenge and find from the past. Thank goodness for military bases! Their focus is on the basic nice things - food and clothes - as opposed to new weapons and tech. They've got an abundant cache, and the old stuff works the best against the Undead and the Flux Horrors.
Novus Europa has near future tech - but they have had stability until recently. They have been able to rebuild.
Most churl shun tech - they haven't needed it before - and they're just as strong without those puny pop guns. Some churl pick and chose what they want. While some have made technophobia a religion - tech was responsible for the Event, so it should ALL be destroyed.
Tech levels vary because ,thanks to the Event and Flux the world and nations have become sheltered and individualistic once again.
As to when it happened - I'm not going to give you an answer either. ;) Although Ashy pegged me at 200 years, that's not when my game is set.

You're gonna love this one...it's whenever you want it to occur. We don't have a definite time and have purposefully kept references to time and tech level vague and fluid for this very reason - we want GMs to decide. :) Nathan's game has the Event occurring roughly 200 years or so from present day; my game has the Event occurring at some in-determinate point that no one's been able to pinpoint as of yet.
The differing levels of tech are due to the fact that ALL tech stopped working in the Event. The clock was set back to pre-Stone Age. Some folk (like the High-bred) have been able to build upon the ashes of what was left. Some (like most Churl) scrapped it altogether and relied on what they could depend on...
So have fun and put it where/when you want it! With Flux involved, you can even play with time, so whose to say it won't change... ;)
