The Skumrunner minion (Hostile Hand: GM's Minions) doesn't list an Overcome for it's draining attack. Does this mean that the target gets no Overcome roll?

Overcome for condition and transition
According to the primer, condition powers and transitions powers have overcome rolls.
Draining powers do not have overcome rolls.

Dr. Troy is right - Draining powers do not have overcome rolls. For the power in question, the target "heals" drained Body Boost at a rate of 1 per day.

If it has that little list in the parentheses (blah, blah, example) then that'll help describe its overcome. If it has listed in there the word 'cumulative', odds are the overcome is the skumrunner's mag. However, it's true some drains/banes have no overcome outside of time.
